Harris County, Texas, broke ground on September 30, 2026 on the first site of its Affordable Community Energy program, known as ACE. The county calls it the region’s first county-led community solar program. Households that qualify will get credits on their monthly electric bills. Nobody has enrolled yet, and no one is receiving savings today.

What’s new

  • Construction has started on the first of seven sites.
  • Up to 45 megawatts of solar on publicly owned land, plus 20 megawatt-hours of battery storage (per Community Impact).
  • Contracts went to Big Sun Solar and SunGrid Power on March 19.

What isn’t confirmed or hasn’t started

  • Enrollment is expected in 2027, with no published application process.
  • Every savings figure is an official projection, not a result.
  • Reports disagree on where the first site is and what it will power.

What the County Is Building

The county’s program page says ACE will deploy up to 45 megawatts of solar on publicly owned land. Commissioners Court approved $88.3 million for the program in March, according to Community Impact. Another local outlet reports that the county has so far authorized $24.03 million in short-term borrowing.

The county sells the power from its panels in the retail electric market and credits the proceeds to enrolled households. Participants do not install anything at home. The first site is expected to finish in 2027, and the other six continue through 2029.

Who Can Enroll and What They May Save

The program targets households at or below 80% of the area median income. Homeowners and renters can both join, and the county says there is no cost to enroll. Enrollment is expected to open in 2027.

Savings estimates differ by source. The county’s page says about 20% off electricity bills for roughly 9,500 households. Commissioner Adrian Garcia told Community Impact the program could save households $930 a year. In an earlier address reported by The Cool Down, he put the figure near $1,000 a year for about 10,000 households, or $10 million in total. The projections are not the same measure, and all of them come from officials.

Item Reported figure Source
Solar capacity Up to 45 MW Harris County
Households targeted About 9,500 (county); 9,500 to 10,000 (Community Impact) Harris County; Community Impact
Expected bill cut About 20% Harris County
Annual savings per household $930 (Garcia, Oct. 2026); about $1,000 (Garcia, Sept. 2026) Community Impact; The Cool Down
Funding approved $88.3 million Community Impact

Why Reports Differ

The Cool Down, citing a Chron report, said the array sits on the roof of NRG Center and would power about 500 homes. The county’s page says the panels are offsite, not on rooftops. Community Impact and a second local outlet name Reliant Center as the groundbreaking site and do not mention NRG Center or a homes-powered figure. The 500-home number appeared in only one report and is unconfirmed.

The program also depends on federal money. Harris County received $54 million through the federal Solar for All program, according to Community Impact. A federal judge ruled in September that the EPA unlawfully canceled the program’s grants nationwide. The county’s statement on that ruling is the source for that account.

Why It Matters to You

  • If your household is at or below 80% of the area median income, you could get credits on your electric bill, whether you rent or own.
  • You wouldn’t install anything, and the county says enrollment is free.
  • Nothing is available yet. Enrollment is expected in 2027, and the savings figures are projections.

Quick answers

When can residents sign up? The county expects enrollment to begin in 2027. It has not published a firm date or application steps in the sources reviewed, so watch Harris County’s ACE page.

Who qualifies? Households at or below 80% of the area median income. Renters and homeowners can both enroll, according to the county.

Will I need to install panels? No. Bill credits come from the county’s panels, which sit on public land, not at your home.

How much will I save? The county projects about 20% off electricity bills. Officials have also cited $930 to $1,000 a year. Actual savings will depend on your usage and the final program terms.
